The Royal Society for the Prevention of Cruelty to Animals (RSPCA) may have echoed the feelings of many ethical insurance customers in applauding proposed pet care reforms in Wales. Puppy mills and unscrupulous dog breeding were among practices targeted by the Welsh Assembly Government this week. The RSPCA said these were widespread problems and acting on their eradication should be a priority for all governments. "Dogs and puppies are kept in appalling conditions and have to endure terrible suffering. Dog owners then have to pick up the pieces and deal with the heartache when the dogs develop health problems," the charity commented. It went on to add then often, these canines end up dying or having to be put to sleep. The organisation also praised plans to outlaw electric shock collars and make microshipping compulsory - two causes it has vocally supported in the past. The American branch of the SPCA recently told owners that refusing to buy from a pet shop and insisting on meeting the dog breeder could be two ways to avoid unwittingly buying from a puppy mill.
